What is this?
Birmingham’s 99 neighborhood associations and 23 communities have governed civic participation since the Citizen Participation Plan was established in 1974. This platform modernizes how those associations run — without changing the structure that connects residents to City Hall. Residents claim their address, officers run meetings and elections, and foundation boards manage funds. All records are append-only and tied to federal CDBG compliance under 24 CFR 91.105.
